Work Zone Traffic Control (Flagging)
Construction · Ver en español
Talking points
- Only trained flaggers may direct traffic in work zones. Training must cover the MUTCD requirements for flagging operations.
- Flaggers must wear Class 2 high-vis vests during the day and Class 3 at night, with retroreflective material visible from all directions.
- Use a STOP/SLOW paddle — it is the standard traffic control device. Flags are only permitted for emergency situations.
- Position yourself where you are visible to approaching traffic and have an escape route if a vehicle does not stop. Never turn your back on traffic.
- Flagging is one of the most dangerous tasks in construction. Stay alert, stay sober, and do not use your phone while directing traffic.
Ask the crew
Does our flagger today have an escape route identified — and can approaching drivers see them from a safe stopping distance?

A toolbox talk is a short safety briefing. It supports the training a standard requires; it does not replace it.
