Confined Space — Non-Permit vs. Permit-Required
Construction and general industry · Ver en español
Talking points
- A confined space becomes permit-required if it has or could develop a hazardous atmosphere, contains material that could engulf a worker, has converging walls or floors, or contains any other recognized serious hazard.
- A permit-required space can be reclassified as non-permit if ALL hazards can be eliminated without entry — for example, ventilating a space until atmospheric monitoring shows consistently safe readings.
- If you reclassify a space as non-permit, you must document the basis for the reclassification, continue monitoring, and have the entry supervisor certify the space before entry.
- If conditions change during a non-permit entry — a new hazard is introduced, atmospheric readings change, or work activities create a hazard — the space reverts to permit-required and workers must evacuate.
- When in doubt, treat the space as permit-required. The consequences of underestimating a confined space are severe — most confined space fatalities occur in spaces that were not recognized as hazardous.
Ask the crew
Is the space we are entering today truly non-permit — or should we be treating it as permit-required to be safe?

A toolbox talk is a short safety briefing. It supports the training a standard requires; it does not replace it.
